Eligibility Requirements

To become an E-Bike Positive Retailer, retailers must meet the following requirements:

  • Ensure that each participating retail outlet is an active Gold member of the Association of Cycle Traders (ACT)
  • Be an authorised retailer for at least one E-Bike Positive assured brand
  • Operate in accordance with the E-Bike Positive Retailer Commitment
  • Co-operate with proportionate compliance activity where required
  • Contribute to the ongoing scheme levy

The E‑Bike Positive Retailer Commitment

This commitment applies to complete EAPCs only, but retailers play an important role in helping customers understand the safe and legal use of other e-mobility products at the point of sale.

This commitment is reviewed annually, with retailers required to reconfirm their commitment each year to ensure continued alignment with best practice.

When retailing e-bikes, retailers commit to:

  • Sell only road legal e-bikes which are safety-tested and from trusted suppliers, and which come with full safety information and usage instructions

When servicing or repairing e-bikes, retailers commit to:

  • Service and repair only road legal e-bikes
  • Service, repair or modify e-bikes only in accordance with the manufacturer’s instructions
  • Ensure that after any service, repair or modification, the e-bike can be charged and used safely. If this cannot be guaranteed, to refuse to do the work
  • Supply only safety-tested chargers and batteries from trusted suppliers
  • Supply only chargers, batteries and other components which are documented to be compatible with each other, and with the e-bike where they will be used
  • Supply chargers and/or batteries with full safety information and user instructions

When supplying spare batteries and chargers, retailers commit to:

  • Supply only safety-tested chargers and batteries from trusted suppliers
  • Supply only chargers, batteries and other components which are documented to be compatible with each other, and with the e-bike where they will be used
  • Supply chargers and/or batteries with full safety information and user instructions

Industry Backed

E-Bike Positive is jointly managed by the Association of Cycle Traders and the Bicycle Association as a not-for-profit industry initiative supporting safer e-bike retailing and responsible supply practices across the UK.

Engagement with leading brands is underway, and once live, all participating E-Bike Positive brands will be displayed on the E-Bike Positive website.

Scheme Funding and Levy Contribution

E‑Bike Positive is self‑funded by industry, ensuring that participating brands and retailers contribute fairly to the scheme’s ongoing operation and integrity.

The scheme is funded through a 0.1% levy on complete e‑bike sales (equivalent to £1 per £1,000 of sales), paid by both E‑Bike Positive Brands and Retailers.

How the levy works

  • E-Bike Positive Retailers pay a 0.1% levy on each complete e‑bike sale, which is applied to purchase invoices by E‑Bike Positive Brands
  • Participating E‑Bike Positive Brands match the retailer levy with a further 0.1% contribution before passing the combined funds to E‑Bike Positive

E-Bike Positive Retailers do not make separate payments directly to E-Bike Positive; the levy is collected automatically via supplier invoices.
